The enhanced Curve tool can be used for creating a series of changing shapes, a curve that follows and tracks a moving area in a video. You can then use that changing curve as a selection, and render a variety of filters and effects through it.

Here's an example that shows how to use the tracking assistant to automagically follow the eye of a cat, in order then to change its color.
